2024-2025 Performance Goals
Goal #1: Enhance emergency preparedness, minimizing the impact of incidents, and ensuring rapid and effective action in times of crisis to safeguard lives and property with fire and rescue response, mitigation, and recovery in a timely and efficient manner to the community and the citizens at large.
Objective 1.1: Maintain a fleet of apparatus and associated equipment in a state of readiness for fire suppression.
Performance Measure 1.1.A: Perform annual pump testing on all assigned structural fire apparatus to ensure that first responding units are 100% capable.
Performance Measure 1.1.B: Perform annual testing on all fire hose and nozzles to ensure 100% compliance per NFPA 1962.
Objective 1.2: Maintain testing on all fire hydrants within District boundaries to ensure adequate flow.
Performance Measure 1.2.A: Test 20% of all fire hydrants for adequate flow and pressure within the District boundaries per NFPA 291 and EMFR G.O. #209.
Performance Measure 1.2.B: Maintain 100% of all fire hydrants for adequate flow and function within the District boundaries per NFPA 291 and EMFR G.O. #209.
Objective 1.3: Maintain a well-trained operational workforce for service delivery.
Performance Measure 1.3.A: Maintain at least 100% of annual mandated training hours from the rank of operational Battalion Chief and below per EMFR G.O. #603.
Performance Measure 1.3.B: Conduct pre-fire surveys for all new commercial businesses added during the calendar year that are considered target hazards.
Goal #2: Efficiently respond to emergency service calls while maintaining precise and accurate response recording measures. This focuses on ensuring prompt action during emergencies, enhancing the reliability of response data, and continually improving service delivery through accurate performance tracking.
Objective 2.1: Track response times to identify areas of response for apparatus and personnel usage.
Performance Measure 2.1.A: Respond to all emergency calls for service with an average response time by first arriving unit at 6:30 minutes or less 90% of the time annually.
Objective 2.2: Maintain accurate report writing to ensure compliance with internal and national reporting criteria.
Performance Measure 2.2.A: Ensure 100% of incident reports for the preceding month are completed and approved by the 10th day of the month.
Goal #3: Enhance fire prevention and safety through the reduction of risk of fire-related incidents by protecting lives and property and promoting a culture of safety through community risk reduction.
Objective 3.1: Ensure fire prevention methods and compliance by conducting commercial building inspections.
Performance Measure 3.1.A: Conduct 95% of annual fire inspections of existing commercial businesses per calendar year.
Objective 3.2: Strengthen prevention efforts in the community by conducting comprehensive community risk reduction classes to the public.
Performance Measure 3.3.A.: Deliver 100% of all requested public education and community events annually.
